About the Role:

As a Technical Proposal Writer Consultant, you will work closely with the Business Development Director or Regional Director to lead or contribute to the writing of proposals primarily for USAID and the US State Department. You’ll play a key role in developing bid strategies, gathering background information, drafting technical proposals, and ensuring final submissions are of the highest quality.

Responsibilities:

• Lead Technical Writer: Take ownership of assigned sections of technical proposals, ensuring they are clear, compelling, and responsive to the solicitation requirements.
• Proposal Strategy: Contribute to the development of bid strategies, teaming arrangements, and win themes for each proposal.
• Research and Information Gathering: Conduct research and gather background information necessary to draft a high-quality proposal.
• Proposal Drafting and Editing: Draft technical proposals and accompanying annexes, ensuring they align with ABA ROLI’s mission and values. Participate in design sessions, facilitate proposal outlines, and conduct revisions as needed.
• Final Review and Editing: Review and copy-edit final proposals and annexes to ensure accuracy, clarity, and consistency.
• Business Development Support: Support ABA ROLI’s business development processes and protocols, collaborating with staff in the field and at headquarters.

Qualifications:

• Proven Experience: Experience serving as a lead technical writer for USAID and US State Department proposals in areas such as democracy and governance, rule of law, anti-corruption, or human rights.
• Technical Knowledge: Strong understanding of contemporary USAID and US State Department rule of law and human rights practices, frameworks, and tools.
• Subject Matter Expertise: Technical knowledge in one or more of the following areas: rule of law, anti-corruption, human rights, or trafficking in persons.
• Writing and Editing Skills: Excellent technical writing and editing skills, with the ability to communicate complex ideas clearly and concisely.
• Proposal Process Knowledge: Understanding of competitive proposal processes and the role of a proposal writer.
• Field Experience: Experience in field-based positions in international development is a plus.
